At the end of the old Noddy episodes is someone named this, but is it the feminine form of Ziggy from David Bowie's hit? I can't find it or Ziggy or was David's a stage name? What are the meaning of either?

I'm not entirely sure what you meant, but David did use Ziggy as a stage name for a while.

Ziggy is a pet form of
Sigurd
,
Sigmund
Zigmunt,
Zbigniew
etc. (/s/ and /z/ are unvoiced and voiced variations of the same sound)
