I think it's necessary for a child's well-being not to be named something like Hitler or Nutella.

There are some reasons to ban name. First, I heard in Iceland there are a list of around 1000 names that can be used. If you don't use them, there will be tons of grammar problems in daily communication so the government have to do something. The reason is pretty justified to me, but since countries like France also have a hard time to adjust in adding the feminine nouns of many occupations, I guess the government may try to consult the linguists and make quick shift rules to accommodate foreign names. But since that may take decades if not centuries, have no prior examples and it drastically change the language, I can understand why they don't do it.The second way of banning is more like a vote with action thibg to stop using the name altogether, for example Adolf after the second world war and Jesus in 1st century. Both names take a couple of decades to phase out. For example, in a letter apostle Paul wrote, he mentioned a guy name Jesus, which was also called Justus. Probably he did this to avoid having the same name with the God they were believing.
