LOL where did they get some of these names from? Not that many popular characters are listed from what I can see, and some appear to be misspelled. Winry should definitely be on there too (joining Alphonse and Elric), since I can see them actually being used by fans.
Seeing Gaara in the girls name list annoys me, but I can see why they might be inclined to put it there. After all, I know of someone who named their female Husky Killua (a male character), presumably because it sounds feminine to them. Still don't like it though.
There are plenty of anime characters with Western sounding names to choose from too; my top 3 male names came from anime characters in fact (Gwendal, Wolfram and Conrad), so that's a sneaky way to pay homage.
I can also see certain Japanese names becoming trendy outside of anime, thanks to the likes of artists like Hayley Kiyoko, Mitski, and Jhené Aiko.

Idk, it was a list of 250 names that Parade magazine "rounded up".

I did notice #249 was the same as #250, and that one of the other lists had an Erza while this one had Ezra which I wondered about, so clearly someone didn't edit very well.
I guess I could have put work in to round some up myself, but I'd rather just hear what (if any) people would add. It'd be interesting to see Conrad, Wolfram, Gwendal being more common.
