Well,
Italy does not imply "Italian", since Italy also comprises some German speaking territory: Südtirol/Alto Adige. I don't think that the court decision makes the name Andrea unisex in Italian, but it allows the German speaking South Tyrolians giving the German feminine name to their daughters.
