It’s so ugly in so many ways. The PAUL and the MER sound makes it sound like some weird Paul-Elmer abomination.
It also sounds touchy feeling because of the “palm” sound.
I think it’s more of a girl name, but I despise on anyone. I don’t get why it’s in the top 1000.

As a lnfn, I'd assume it was masculine, and I wouldn't like it.
As a girl name, I'd be sorry that the lovely Pamela wasn't used instead.

There was a Babysitters Club-esque ripoff sometime in the early 1990s that featured a girl character named Palmer. I remember reading it and thinking it sounded ugly.
Now it sounds both ugly and dated, which is striking for a name that is "new" in terms of popularity in the US.
For a boy, it just sounds unpleasant. Arnold?

As randon surnamess as gien names this one is rather ghastly, sounds almost rude, would be especially dreadful on a girl.
Arnold Palmer. It's the golfiest golf name that ever golfed.
And a little bit Robert Palmer.
If I try to imagine what last name would sound good with Palmer as a first name ... every combo just sounds like a brand-name of some kind.
That's one reason why I don't generally care for such common surname-names as first-names.
If I try to imagine Palmer as if it were only ever a firstname and never a surname ...
I think of "palming something off," and sweaty palms, and the planting of palm trees conspicuously in places they wouldn't normally grow in order to create a certain atmosphere (like in So Cal), before I think of actual trees. And if I do just think of trees, the -er part messes with me. Is a palmer a servant who waves palm fronds to create a breeze while you sip your pina colada? haha... I just don't see the appeal.
But the sound of it is not unpleasant I guess. It's kinda nice.

I think it very cute. I like it for both genders.
It’s ok. I don’t like it much, but if I had to use it I’d opt for it on a boy.
