If someone introduced themselves as Penn, I'd automatically assume that was their last name (or maybe a quirky nickname). But I really don't like it as a first name, sorry

As an artist I’d expect myself to have a normal association with this name like pens, but no. Penn makes me think of sapient pigs and their prescription meds. Cool name though. Actually putting it on my list for pets and plants 🦔✨

It reminds me of Penn Jillette, a magician. No offense to him, of course...but I'm not a fan.

It's cool, but I wouldn't use it. There is a family YouTube channel called The Holderness Family, and the dad's name is Penn and the son's name is Penn Charles. The mom's name is Kim and the daughter's name is Lola.
