Don't like either
"Roil" is a word that means to annoy, irritate, or churn up - so Royle would be great as a "love to hate them" kind of character name. I'm getting spoiled, evil Southerner from a twisted family sort of vibes from that one.

I like Roy very much: my BIL is Roy Fraser Lastname, which is pleasantly Scottish.

Roy isn't my style, but it is nice enough. It makes me think of Rob Roy MacGregor. Brothers could be William Wallace and Robert Bruce.
Royle is awful. It comes across as pretentious like the parents wanted to think of themselves or their kid as Royal, but then decided to go with a different spelling. I know that Royle could be derived from a surname, but it also sounds like royal. It has similar energy to naming a kid Barron (deliberately misspelled) or Earle.

I like Roy quite a lot but Royle I can't stand. Actually makes me shudder.
