As a given name, Hank is a no-go for me. Even as a nickname, it has a very unpleasant sound, especially consider names it is often attached to: Henry and John. (Both are bland and overused, but at least sound like complete names, versus an obvious pet name.
Scipio is more interesting, at least, but it's so obscure that I would be shocked to see it in any kind of regular usage.
Together? I think I'd wonder what kind of general style choices this family makes.

Hank is almost a cartoonish country-bumpkin name. Also reminds me of the Hank the Cowdog stories, where Hank tried to solve mysteries around the ranch and was always mangling his words.
Scipio doesn't feel like a first name at all. They don't sound remotely like brothers.

Hank doesn't happen where I live, so I have no thoughts apart from associating it with an American nn for someone named Henry. Scipio doesn't happen here either: the only people who might have a context for it would be specialists in Latin and/or Roman history, and Scipio Africanus would not appeal to present-day Africans any more than it did in his own lifetime.
If I saw them in a sibset, I'd assume that the very different sounds and associations indicated either two parents with very different tastes and a lot of tolerance, or two very special but very different people that the boys were named after. Which I could respect, but I'd definitely prefer both of them as middle names.

Scipio seems ultra geeky, like some history nerd had always fantasized to use it and so they did - it's nifty on paper - but didn't use it for himself because it's actually not that great, as a name to bear rather than give. I don't like it - don't think it would seem awfully cool in real life. Skippy-o.
