Bay could be a nickname for anybody you might address as "babe" with synthetic or ironic affection.
Because of "bae," I doubt Bay would make a good everyday all-purpose nickname.
Names with emphasized BAY sound in them, for which "Bay" might arise most naturally as a familiar form:
Bailey
Baylor
Beowulf
Beatrice -ix -iz
Beyoncé
