In the simplifications, I would like to avoid sounds that are unfamiliar to English speakers. If you are looking for accuracy, then you should use the IPA (this is the default).
Using gh for ʁ would be problematic, as the French pronunciation for a name like Charles would be rendered "shaghl", which I believe would lead to confusion.
