There are lots of names from the Old Testament that, while they may ebb and flow in popularity, have proven durable and useable in many situations and contexts: Jonathan, David, Joshua, Joel, Jeremiah, Abigail, Hannah, Ruth, Naomi, Esther, Miriam, etc.
Hephzibah is not in that same camp.
I would not know how to respond to this name, even down to pronunciation, were I to encounter it in the world. Similarly I might raise my eyebrows at a child named Keren-Happuch or Methuselah.
