I've heard it used twice, both on older black ladies. I guess it's kind of a nn for like Flora or Florence. I don't care for any of those names so I can't say I like Floy, also it is dhard to say clearly so it doesn't sound like Florry.
To me it sounds like a cockney person talking about a fly. lol
