Kaiser is way to title-y for me. To boot it's the name of a kind of roll. This one definitely has too many other strong associations for me to like it as a name.
I'm not big on Kase, either. It looks like an informally abbreviated form of Kasey to me. Plus--Nirvanna already pointed this out, I see!--it's just shy of being the German word for cheese (der Käse). German's a pretty popular languate to study around here, and a kid wouldn't get through high school without people making that unflattering connection.

If Kase is pronounced "kay-zer", you should but an "r" at the end. Most people are going to think "kaize" or "case". I don't like Kaiser. The spelling just isn't really my style, I would prefer Caesar. It's an okay name, but not something I would use. =)
