It's a lovely name, but a little too popular.
I am a Rachel, and I despise my name. It is far too popular, there are at least 2 other 'Rachel's in each of my classes. I dont like the sould of Rachel either, it seems harsh. The french way of pronouncing it is much prettier.
I dont like Rachel. I dont like Margaret. I do not like Rachel Margaret.
It can work, but I dont like Eloise.

Rachel is a name that was once on my favorites list, but it is a bit too common for my current tastes (I still think that it's a nice name though). A less-common alternative to Rachel that I like (and is one of the names on my favorites list) is Raquel.
Popularity aside, I think that Rachel Margaret is a nice combo.
As for Elsie, I think it is a great nickname for Eloise.

I like Rachel. Rachel Margaret is okay.
I do like Elsie, but I dislike Eloise. What about Elsie not as a nn? Or Elsa, Kelsey, Chelsea, Elisabeth, nn Elsie?

I love Rachel! I don't think it's at all popular (at least where I live).
