Monroe is ok, just very surname-y to me. But it's definitely better on a boy than a girl, imo.
Monet is a name I don't care for because I've seen it butchered so many times, often used as a filler-type middle name (maybe instead of Renee). Like Monae, Monay, Mohnnaye, etc. Ugh. It also seems like a name that might be used by people who have no idea who Monet is. :-/
