Hi T,
Tilo (spelling variants with the same pronunciation are Thilo and Thielo) is pronounced TEE-lo in German, and it's a short form of names beginning with Diet- like e.g. Dietmar, Diether, Dietfried etc.
Old High German "diot" = people.
