Often on birth records if the parent havent given the child a name but are required to have the birth registered before leaving hospital, staff often will fill it is as Baby, Male, Female, or Child. However I am sure some people have named their children that.
Baby would means what it means in common usage, a new born child.

It could refer to a child who died prior to filling out the certificate. The parents may not name the child at all in that case.
This was particularly common in previous eras, when babies who were stillborn or died shortly after birth commonly weren't named.
