I think it's sweet, and I know a little girl named Rhea who's lovely. But like many short names, it just doesn't grab my interest on paper. It might be that it only has one consonant.
I agree Rhea Ruth doesn't sound right, but I'm confused ... Do you mean Ruth will be your daughter's definite middle name?

Ah, well in that case I suppose Rhea as a fn could be a problem. It's quite awkward to say. If you were set on Rhea though, you could always put another middle name in between? Something like Rhea Madelyn Ruth, or Rhea Christina Ruth>
