It would be the same in Sweden, lila the colour is pronounced LEE-la so that is my first reaction. But as a name on someone from and English speaking country I would assume it was LIE-la.
I've never hear people say LIE-lo instead of LEE-lo though (Lilo) so I would hesitate.
