I'm sure it's per-SEF-a-nee. That's how it is in the myth at least and I think it sounds illiterate pronouncing it different. Everyone would say it wrong and then you would be mad and you can hardly blame people for saying it like it's really pronnounced.
That being said I love the name and don't see why you would want to say it different, it's awesome just the way it is!
