In Spain (just as in Spanish speaking
America),
Elvira is pronounced [el'bira] (ehl-BEE-rah).
In Spanish:
the letter E is always pronounced [e] (eh)
the letter V and the letter B both are pronounced [b]
the letter A is always pronounced [a] (ah)
The sound of the A in the English word
fall doesn't exist in Spanish. It exists in Catalan (o oberta) and in Galician, but NOT in Spanish and, of course, in these languages is represented graphically by an O, not by an A.
