According to Mr Iain Ó hAnnaidh (native Welsh speaker and linguist):"In the penultimate syllable, especially in South Wales, the diphthong EI [əɪ] becomes a simple vowel, short (I) [ɪ] or semi-long (II) [iˑ] , depending on the following consonant."
