Please provide as much information as you can when asking questions about name meanings: gender, language, ethnicity, etc. all help. And, all capitals makes it difficult to read for those of us who have gotten unused to teletypes, so use a key board with lower case facility if at all possible.

In India, there is a last name mehra. For that, please ask on the surname board instead of here. I do not know the origin of that surname, but it is used in North-west India.
