Well, for a standard congrats, you would fill out this info:

Then, the person 'hosting' the congrats will post a round sometime, and they will give you either a DS or a DD. They may have names for you to choose from, or maybe you choose. There are many different versions, so make sure you read the instructions the person gives before signing up. I guess it's a bit like a CAF, except the "host" decides what children you have, and it's more spaced out
