There's a word in Hebrew îéèá, mem yud tet vet, (îÁéèÈá) that means the best, and is pronounced exactly the way you described it.
I looked on the internet a bit and found a couple of women named Meitav with that spelling (ETA: the Hebrew spelling, that is - I don't think it matters how you transliterate it into English) and meaning, so I think it is nearly certain that the parents just used that word as a name.
