Nneka seems to be a name from the Igbo language of Nigeria. I don't think that "Nika" would actually be how it's pronounced in Igbo, but I don't know if Americans could really effectively pronounce the sound represented by "nn" at all.
Any way, this is not an arbitrary respelling but a use of a real African name. I would pronounce it something like "n'neeka" myself if I gave it to a child, but I suppose Nika would end up being an inevitable shorter form. I think Nneka is a fine name for anyone who admires Igbo culture and wishes to give a real West African name to their child.
