Just like the top 100 lists Sigrid posted, it's from Statistiska Centralbyrån (Statistics Sweden, http://www.scb.se/en_/), who are responsible for producing official Swedish statistics.
The use of Tintin for girls is probably inspired by actress Tintin Anderzon. In her case I think it's a nickname for Catharina.
