I think I actually agree that Sheppard seems like more of a name than Shepherd. I would totally enjoy it on a boy - even if I would never be gutsy enough to go near it myself.
As for a girl. It's kind of cute and out-there. Shep feels like she'd be a bit of a rebel outsider. I certainly wouldn't support Sheppard for a girl, but it's not awful either.
If you wanted Shep as a nickname, but still wanted to be 'safe,' how about something like
Charlotte Paige nn Shep
Chantelle Paloma nn Shep
Shaelyn Penelope nn Shep
Shannon Piper nn Shep
