I can't speak to popularity, since I don't monitor statistics of names outside the Top 1000 that well.
Outside of that... I feel like this is a name I should like, but I don't. Not that much. I like the flower well enough, but the "lav" beginning of Lavender doesn't sound... name-y? Probably because "lave" is a verb (to bathe), and because of "lavish." It just doesn't sound like a person's name.
On the flip side, I do like Lavinia, which has the same three-letter beginning; but the vowel is more of a schwa than an actual short-A, so it doesn't remind me of those words.
