I'd say Draco is unusable for the next few years, until the Harry Potter craze dies out. And while the character may be judged "cool" and "hot" by some because of the actor who plays him in the HP movies, in the books he comes across as a horrid snobbish bully, definitely not a great namesake.
Independently from HP, the other association I make is not so much with the Spartan Draco of the draconian laws but with the Latin for "dragon", possibly as symbol of evil (which might be the reason why Rowling picked it). So overall, a name I'd avoid.
