I really like it as a surname. I imagine a dedicated and scholarly Professor Penrose, who, when he isn't teaching, spends his day in his office surrounded by books and papers and a magnum opus that he may never finish.
As a first name, it isn't as nice as Rosamund or Rosalie on a girl. As a boy's first name, it sounds like a boy in a private school that gets picked on a lot and spends his school days with a constantly runny nose.
