Roxane and Roxanne are both currently used commonly in France. I have no idea the frequency at which they're called Roxie but suspect it wouldn't sound like an old lady name if they were.
It doesn't really seem (dated) like an old lady name in the US either because it was never super popular. Mainly Roxanne / Roxane seems retro to me and similar in age to Gwendolyn or Veronica and could rise a bit in popularity since it was recently used in a movie (Cyrano). Roxie in comparison just seems more informal or possibly British like Roxy Music (also considering NNs as official names is more of a fashion in the UK currently while that style in general does seem more old-fashioned in the US).
