Only three months after Ciel was born Arthur and Lorna had another baby. Her mother was addicted to drugs and nobody knew who her father was. Lorna's sister should have adopted her but because of circumstances they can't do anything about they couldn't so that's how she ended up with Arhur and Lorna.
