That's how the Chloe I know pronounces it. Then again, she used an umlauted e (ë). I'm not sure if that changes the sound or not... but I know she did pronounce it KLO-ee.

The umlaut is used in this case to show it's 2 syllables and not one, so it's KLO-ee, not KLO (like Joe, Joë would actually be JO-ee / JO-ay (I really hope I didn't give anyone the bad idea to creatify Joey liek that :P)).
