I don't like either names, but if I had to pick I'd choose Thomas. All I can think about when I hear Thomas is Thomas the Tank Engine.
Richard is dated imo. I don't think this name fits young children. I can think of two Richard's that I know of and one goes by Rich/Richie (he's around 16) and the other goes by Dick (he's my friends dad, so somewhere around 50)
Thomas is very common still, but I'm not seeing it as much on younger children as I am on people around my age. I know one Thomas goes by Tom, another I've heard of goes by Tommy, and every other Thomas I've met goes by Thomas. I've never met a Thomas over the age of 20, but I don't know of any babies or young boys named this. Mostly middle schoolers+
Richard and Thomas sound like siblings. They also go with the girls names you have listed.
