Pronounced: Dev-er-OH (it's French)

That doesn`t seem right
It would only be Dev-er-OH if it were spelled Devereaux. This spelling comes out as Dev-er-euh, the last syllable being similar to the sound you make when you say "eurrr, I don`t know the answer".

The spellings and pronunciations of names that have been adopted into English from other languages don't always add up logically.
I've always heard it with the dev-ə-ROH pronunciation.

Oops
I have always heard this pronounced in English as Dev-e-ROH so that is what I automatically went to but I think that in French it would be more like Dev-e-R(L)EW. I'm studying French and I think that's right. Anyway, I don't think this is used as a name in France.
