Girl
Both(m)
But only because of the associations I have with the name. I associate it with Adine Harper, who used to captain our national netball team, so I find it feminine, even though it was her surname (she changed it when she got married). If there wasn't that association I would probably say boy only, but as it is I much prefer it on a girl.
Funnily enough, Adine Wilson actually named her son Harper. I would use it on a girl.

I think it should be left as a surname... If used on either, it should be a boy. Sounds ugly for a girl.
Boy
and I really like it.
and I really like it.
Neither, and it is very ugly.
Boy, though I greatly dislike it.

I love it on a girl, but I think it is okay on a boy.

Prefer for a girl, but it works for either.

Both
Both but I don't like it either way.

I'm not crazy about it either way, but I can much more see it on a girl. I just don't see it as a boy's name, even though I know a couple who were planning to use it for a boy, but they had a girl.
I like this name though I don't think I would use it. I like it on either.
Girl
Either, actually. Whatever feels best. But mostly girl, to me.
Boy, and I adore it
Boy.
I like Harper for a boy, but more as a GP.
Girl...and I think it's very nice :)
