It sort of looks to me like a French male name, so I'd pronounce it ros-eh-lan. (Edit: I just looked it up and it is a French male name, though very rare). Roseline / Roselyne would be the female version.
It also reminds me of Röslein - German for rosebud, though I'm not sure if that's used in Germany as a name.
