It's a variant of Jolie. I'm sure the pet form of Jolanda is Yo-lah, but the Jolie variant isn't.

In that case, wouldn't the pronunciation be ZHO-la, since Jolie is rightly zho-LEE?

Not in America. I know that's the French pronunciation, but only Angelina's name is pronounced that way here and the first name is pronounced JOLE-ee it sounds almost like JOEL-ee.
