From an area where the accent dumps and adds rs in the prn. of various places in words that other En. speakers don't?

That's interesting. Where I come from, a kid with a name pronounced TOSH-ten would probably get a lot of compliments.

I don't think it has to be popular to be dated, it just has to be stereotypically an 'old person name' (and not in a good way)- names that are not ready for a comeback yet.
