I do like Joni, and that kind of surprises me. I usually dislike such nicknamey names, particularly those that end in i, but Joni is cute and doesn't seem hopelessly infantile.

Makes me think of the scene from Dodgeball where the "bad guy" is introducing his team and their names are Blade, Laser and Blazer.

I know someone who's surname is Laser. He has a perfectly normal FN (Sebastian) but everyone calls him Laser.

I think it works as a nickname, but it's too weird and out there to actually name someone Laser. Perhaps Lawrence nn Laser or something?

Laser on a real person seems like a really bad idea to me. Some words make good names because of there meanings but Laser doesn't seem like something I'd want to be named after.
If I remember correctly, she was named Joni after Joni Mitchell. Joni isn't bad but perhaps more of a nickname than a full name.
