I do like it, but it's hard for me to decide about the spelling. Probably Ramsey, because it looks less surnamey and the pronunciation is less ambiguous. I don't really have an expectation of what he ought to be like, but it's unusual enough that it has potential to seem dorky.
Ramsey was one of my grandmother's surnames. So I identify it as a surname.
I have met a Ramsay, however. I can't say it leaves me with a positive connotation. He was cocky, rude, and pretentious.
That being said, it's certainly not the worst name out there, and while I wouldn't use it, I probably wouldn't turn up my nose when meeting a little Ramsey/Ramsay either.

I like Ramsay, not sure which spelling I prefer though.
Makes me think of the British chef, Gordon Ramsay. I prefer the Ramsey spelling
