I do think it's too complicated to use, and I'm bothered by the semi- part. I see it and think "half" or "part," so everything that comes after feels diminished. Of the two, I prefer Semiramis (se-MIR-ə-mis), but I still think it's unwieldy.

I think it's a beautiful name, but it's completely unwieldy (which isn't necessarily a negative attribute).

It made me dizzy when I first saw it. It's difficult to unravel. And it continues to be difficult, even when I know how it's pronounced; I still get the r and the m mixed up when I try to write it.
The problem with Mira as a nn is that it doesn't match the pronunciation of the full name (Semiramide/Semiramis). In Mira, the emphasis goes on the i. This makes things more confusing. I would use the nn Sem.
For the nn Mira, I would use the fn Semira, so the pronunciations match.

It's very interesting, and the history is quite neat.
However.
I am not a huge fan of names that make me constantly question my pronunciation. I honestly would probably forget from one time to the other. It's a little too complicated for me.
Mira is a nice nickname, but I would keep it consistent with the name: mee-RA as opposed to MEER-uh.

My favorite form is Semiramida. It's one of those names I love in theory, but can never see working in real life (like Cleopatra or Sheherazade, although I know of people with both these names).
Mira is a great way to normalize it, but I'd worry about Semi coming about as a nickname.

I think I prefer Semiramis, although I usually like unusual Italian names. Semiramide actually makes me think of liquids, like formaldehyde. *Blush*
