Essentially. They sound more like SHEER-ee and SHEER-ə when I say them, probably because of my accent. Fully enunciating that SHEE before making the R feels like it takes some extra effort on my part, and my tongue's far too lazy. Spoken quickly, like in regular conversation, there's not much difference between the two, though.

Yeah, I also say them SHEER-ee and SHEER-a. I don't like the sound of SHEE-ree/SHEE-ra at all.

I don't think Shira would sound bad on a non-Israeli. I don't love the name, but there's nothing wrong with it either. Shiri, in the other hand, might look out of place on a non-Israeli.
