If I met a Rozenn, I think I would have assumed it was made-up. Even now, knowing it's a Breton name, I think if I met a Rozenn I would assume her parents had made it up unless I knew she had some sort of connection to France or Brittany.

I'm not sure of the legitimacy of Rosen. However, I much prefer the look of Rosen. I've liked it in a guilty pleasure way for a while now.
