I think it's feminine. The concept seems feminine to me. The word for ember is gendered feminine in other languages, too. I really like it as a girl name - even though I guess a lot of people think it's flakey or gothy? To me it doesn't seem to put on any more airs than Amber does, only Ember is softer, and more "creative" and novel-seeming as a word-name.
It has cracked the US top 1000 lately, but only as a feminine name. I haven't heard anyone suggest it as a boy name before. There's no reason why it couldn't be used for a boy, unless you count the frequency of its use on girls as a reason. But I assume it gets its naminess from similarity to Amber, rather than to Embry which is much less familiar (and might also seem unisex).
