This is what I'd say... number two is almost certainly incorrect, but I've never seen the name before, so.
Capitals meaning the syllable is stressed :)
1. Noelle (no-EL)
2. Ephraim (eh-FAR-eyem)
3. Ciara (key-AH-rah)
4. Lucia (LOO-see-uh)
