My first assumption is her parents wanted to name her Chloe but had no idea how to spell it. But even having heard of the name Chloe 90+ years ago seems slim. Perhaps it's pronounced to rhyme with cow, and is some sort of random made up nickname from her family. You get things like that back in the day, I've particularly come across them from people born in the mid-late 1800s.
No matter which it is or what it is, I'm not a big fan. It does remind me a lot of "clown" to look at it.
