It sounds like a fairy name to me; also reminds me of the surname Drinkwater.
The image I get from it is more of mud puddles and groundwater than of falling rain, but I don't think that's necessarily a bad thing for a character; it just makes it earthier/murkier than Rain.
I'd expect there to be a story behind it.
