All I can think of is Mickey Rooney. I think it sounds too weird as a first name for either gender.

It's referring to Andy Rooney:
He did a segment on the TV show "60 Minutes" called "A Few Minutes With Andy Rooney". A phrase he would often end up saying during the segment was "Have you ever noticed...." to the point that him saying it was satirized on "Saturday Night Life" and the phrase became tied to him.

I didn't get it either, though I did watch his end-bit from "60 Minutes".
I didn't like him, toward the end(of his segment, and him too, in fact). He was just poking around for things to grouse about. In my opinion.
